The Human Resources Division provides centralized personnel administration and employee relations services to all City departments and administers employee benefits.

Key services provided include:

  • Administration of the City’s personnel rules and regulations and ensuring the City has fair and equitable policies and procedures that are uniformly interpreted and implemented.
  • Recruitment, application review, testing, and placement of employees.
  • Classification and compensation administration.
  • Representing the City on employee relations matters with representatives of recognized employee organizations.
  • Employee benefits administration.
  • Coordinate employee training and development programs.
  • Handle Risk Management and Workers’ Compensation Program.

The City of Los Banos offers its full-time employees an excellent benefit package that includes: retirement, health insurance, dental and vision insurance, life insurance, retirement health savings plan, employee assistance programs, optional deferred compensation, optional supplemental insurance, and an employee discount program.

Retirement: California Public Employees’ Retirement System (CalPERS)

Health Insurance: The City pays approved health insurance premiums through CalPERS for employee only and partial dependent costs. Health plans and rates and can be viewed here.  

Dental and Vision Insurance: The City pays approved dental and vision insurance premiums for employee only and partial dependent costs. Click on the links below for more information regarding the providers.

Life Insurance: The City pays the full premium cost for $50,000 coverage in City-approved life insurance for entitled employees. Information regarding the life insurance provider can be found here.

Retirement Health Savings Plan (RHSP): For employees hired on or after July 1, 2008, the City has established a program to which the City and employees participate to save, on a tax deferred basis, money to help pay the cost of healthcare once an individual retires. Information regarding the plan can be found here.

Employee Assistance Program: Entitled employees have access to this no-cost program that assists with emotional, family and other personal problems; offers guidance on financial and legal issues; support for healthy choices; and much more. Deferred Compensation: The City provides entitled employees the opportunity to participate, at their own expense, in a Deferred Compensation Program. Click each link below to find additional information on the companies the City contracts with for these services.

AFLAC Supplemental Insurance: Supplemental insurance is optional additional coverage that employees can use to help with out-of-pocket expenses that may not be covered by major medical insurance. Find more information about AFLAC here.

Employee Discount Program: Entitled employees will have access to an exclusive program that offers special pricing, preferred access and seating and other exciting perks through Tickets at Work.

Gym Membership Discounts: Discounted gym memberships are available to employees at the following locations in Los Banos: Planet Fitness, Valley Fitness, Los Banos Fitness and Racquet Club, and The Compound.
